Mark A.M. Gauthier

Administrator of Ship and Rail Compensation Canada

Mark A.M. Gauthier is a transportation lawyer appointed in April 2023 for a one-year term after serving as Deputy Administrator since 2018.

He received a Bachelor of Laws degree from the University of Ottawa. Mark was called to the Bar of the Law Society of Upper Canada in 1974. He joined Justice Canada in 1982 and worked in the Legal Services Unit of Transport Canada as Counsel and Senior Counsel until 2005. From 2005 to 2011, he was General Counsel of the Maritime Law Secretariat.

Mark is a trusted legal advisor who has been involved with several legislative projects and the development of Canadian and international maritime law. He acted for several years as a member and as Head of the Canadian Delegation to the Legal Committee of the International Maritime Organization. Mark also served as Alternate Head of Delegation to the International Oil Pollution Compensation Funds. In 2012, he was appointed to the Transportation Appeal Tribunal of Canada.;

Mark is an Honorary Life Member of the Canadian Maritime Law Association and a titulary member of the Comité Maritime International.

Chiamaka Mọgọ

Deputy Administrator, Ship Fund

Chiamaka Mọgọ is a maritime and public policy professional appointed Administrator, Ship Fund in April 2023 for a five-year term.

She holds a Master’s degree in Public Policy and Global Affairs from the University of British Columbia. She has a Bachelor’s degree, Hon. Public Administration and a Minor in Business Administration from the University of Ottawa. She has also completed two certificates in the Blue Economy from the University of Seychelles and the Commonwealth of Learning.

Chiamaka is the Executive Secretary of the African Marine Environment Sustainability Initiative (AFMESI), where she is enabling the implementation of several regional and international partnerships. Through a Lubari Maritime–AFMESI collaboration, she supported Nigeria to develop a Pricing Index for the completion of the Nigerian Standard Operating Procedure for implementing the International Oil Pollution Compensation Funds. With her co-leadership, AFMESI became a member of the GloLitter Partnerships Project led by the International Maritime Organization and the Food and Agriculture Organization.

Chiamaka has participated in marine litter clean-ups to support coastal communities. She was on the Board of the Canadian Race Relations Foundation, including as the Board Vice-Chairperson from 2018 to 2022. She also worked as a Case Worker with the Canadian Red Cross in the aftermath of the Fort McMurray wildfires in 2016–2017.

Steve D. Anderson

Deputy Administrator, Rail Fund

Steve Anderson was appointed Administrator, Rail Fund in April 2023 for a five-year term.

He holds a Bachelor of Arts, Hon. Criminology from the University of Windsor, Ontario. He also obtained a Bachelor of Laws degree (LLB) from the University of Ottawa, graduating with Second Class Honours.

Steve is a Senior Litigation Lawyer with the Toronto Transit Commission (TTC). He has extensive experience with claims management, trials, mediations, and settlement negotiations. He is also a Director on the Board of Defence Construction Canada and for the Toronto Transit Commission Pension Fund Society.

Steve has extensive political and community engagement experience. He served as a Councillor and Deputy Mayor of the Town of Shelburne, Ontario from 2017 to 2022. He also served as a Councillor for the County of Dufferin, Ontario. During his time in office, the Association of Municipalities of Ontario (AMO) recognized Steve as a “Municipal Trailblazer”. Steve continues his work in politics serving on AMO’s Healthy Democracy Project Advisory Group and is a sought-after mentor for elected officials and those seeking public office. He also served as the Equity Advisor for a major political party in the last provincial elections.

Steve is also a published author with his memoir, Driven to Succeed, and Amazon Best Seller for children, Why Not Me?

Ross Miller

Director, Corporate Services

Ross Miller is a Chartered Professional Accountant and has been the Director, Corporate Services for Ship and Rail Compensation Canada since 2020.

He holds a Bachelor in Political Studies and a Bachelor of Science in Environment Science from Trent University, as well as a Master of Arts in Public Administration from Carleton University.

Ross was a federal public servant for almost 29 years, including 13 years in executive finance positions in infrastructure and economic development portfolios.

Cameron Grant

Director and General Counsel, Ship Fund

Cameron Grant is a maritime lawyer and has been the Director and General Counsel, Ship Fund since 2019.

He holds a Bachelor of Science in Engineering Physics and a Juris Doctor (J.D.) from Queen’s University. Called to the bar in 2009, Cameron spent a decade as a litigator in private practice at a leading Ontario maritime law firm before joining the Ship Fund.

Chantal Guénette

Director, Rail Fund

Chantal Guénette is a Professional Engineer and has been the Director, Rail Fund since March 2024.

She holds a Bachelor of Science in Biochemistry-Nutrition, a Bachelor of Applied Science in Chemical Engineering and an Executive Master of Business Administration from the University of Ottawa.

Chantal has over 30 years of experience in the field of emergency preparedness and response in both the public and private sectors. She has held leadership roles in several national and international organizations involved in research and response related to marine oil spills. Chantal has attended several significant marine spills worldwide, promoting effective response and supporting claims preparations and assessment.
