OTTAWA, March 10, 2025 – Ship and Rail Compensation Canada announced today that Caroline Healey has been appointed as Administrator, effective March 31, 2025.

Caroline will succeed Mark A.M. Gauthier, who has served as Administrator since April 2023 following five years of service as Deputy Administrator. Mark will step down at the end of the month to enjoy a well-deserved retirement.

During his time as Administrator, Mark led several key initiatives that strengthened Ship and Rail Compensation Canada. He oversaw the launch of the organization’s rebranding and new website, modernizing its identity and online presence. He also played a critical role in the Rail Fund’s readiness, signing six agreements with railway companies and an association to facilitate the handling of claims. Furthermore, he was at the helm of the organization while the Ship Fund received and handled a record number of claims to compensate Canadians.
