From Canada to London: Why International Engagement Matters in Oil Spill Compensation

Our newly appointed Head of Ship and Rail Compensation Canada, Caroline Healey, completed her first international mission with us. She travelled to London to represent Canada at the meetings of the International Oil Pollution Compensation Funds' (IOPC Funds) governing bodies in her role as Administrator to the Ship Fund. This milestone marks the beginning of her leadership on the global stage as a member of the Canadian delegation. It also reaffirms our ongoing commitment to strengthening the compensation system for oil tanker spills in Canada.

Upon arrival, Caroline was warmly welcomed by Gaute Sivertsen, Director of the IOPC Funds, with whom we have developed a strong partnership. Over the past years, we have worked closely with the IOPC Funds to strengthen the claims process for those affected by major oil spills. In 2023, we reached a key milestone by signing an agreement that enhances compensation preparedness for Canada.

As a permanent member of the Canadian delegation, Caroline listened to firsthand accounts from countries that have faced oil spills. These shared experiences are invaluable, providing insights into best practices for managing claims and ensuring timely, fair support for affected communities. Learning from our global partners helps sharpen our readiness at home.

Today, Canadians benefit from multiple layers of compensation, should a tanker spill occur in Canadian waters:

  • Around $1.4 billion would be available from the shipowner and their insurer, and the IOPC Funds.
  • Beyond that, our Ship Fund would cover any remaining eligible claims.

Caroline’s participation in the IOPC Funds meetings signals our ongoing commitment to working closely with international partners and ensuring that Canadian claimants receive the support they deserve when it matters most.

During her trip, she also took the opportunity to meet with representatives from the International Group of P&I Clubs (IGP&I) and ITOPF. Looking ahead, we are preparing a tabletop exercise later this year with these two international partners to build on our agreements and strengthen our readiness.
